I think when people are initially discussing/planning features the cost of building those features are taken into account but not the cost to the impact of the rest of the site. The rest of the site is affected by integration, bugs, and UI (i.e. you need to accommodate the rest of the site to &quot;fit&quot; the feature into it).</description>
